As protesters clash in occasionally violent street confrontations that spread via online video, provoking emotional conversations that could touch almost anyone on Facebook or Twitter, millions of Americans feel pressure to pick a side, to support or denounce a faction, knowing that whatever they say about white supremacists, Antifa, or Black Lives Matter, they risk being criticized for failing to condemn violence on “their side,” or for suggesting a false equivalence between groups.
How can a conflicted observer find clarity?
One way forward is to distinguish between a group’s ends and its means. Diligently doing so can help anyone to formulate a defensible position, to better understand those who disagree, and to emphasize common ground that too often goes unrecognized.
Take some uncontroversial examples.
Against Malaria Foundation is one of my favorite charities. Their stated goal is protecting people from a devastating disease, malaria. There is no reason to doubt that claim. And the means they’ve chosen, providing people at risk of malaria with bed nets, is morally unobjectionable and practically effective. AUSTIN, Texas (AP) — A federal judge has temporarily blocked most of Texas' tough new "sanctuary cities" law allowing police to inquire about people's immigration status during routine interactions such as traffic stops.
Opponents call the measure, which sailed through the Republican-controlled Legislature, a "show your papers" law. They sued, and the ruling by U.S. District Judge Orlando Garcia in San Antonio keeps it from taking effect Friday, allowing the case time to proceed.
Conservatives say the crackdown on illegal immigration enforces the rule of law.
Under the law, Texas could fine police and counties that don't honor federal requests to hold people jailed on nonimmigration offenses longer for possible deportation. AUSTIN, Texas (AP) — A federal judge has temporarily blocked most of Texas' tough new "sanctuary cities" law allowing police to inquire about people's immigration status during routine interactions such as traffic stops.
Opponents call the measure, which sailed through the Republican-controlled Legislature, a "show your papers" law. They sued, and the ruling by U.S. District Judge Orlando Garcia in San Antonio keeps it from taking effect Friday, allowing the case time to proceed.
Conservatives say the crackdown on illegal immigration enforces the rule of law.
Under the law, Texas could fine police and counties that don't honor federal requests to hold people jailed on nonimmigration offenses longer for possible deportation. BERLIN (Reuters) - German Interior Minister Thomas de Maiziere said he favors extending a temporary ban on Syrian migrants bringing their families to Germany, a move that reflects growing popular opposition to family reunifications.
De Maiziere, a member of Chancellor Angela Merkel's conservatives, told the Heilbronner Stimme newspaper that a "huge" number of Syrians were expected to enter Germany unless the ban was extended when it expires in March 2018.
Officials expect every refugee to bring at least one family member to Germany, he said in an article published on Thursday.
Bild newspaper said this week that internal government estimates showed that about 390,000 Syrians who had been recognized as asylum seekers could request visas for family members when the two-year ban on reunifications expires next March.
Merkel, who is expected to win a fourth term in Sept. 24 elections, has said the government will decide the issue after the election. The government has sought to tighten asylum rules after suffering regional election losses over Merkel's 2015 decision to leave borders open to over a million migrants.
Concern about migration has fueled support in particular for the far-right Alternative for Germany (AfD) party, which is expected to win seats in the national parliament for the first time at the election.
A poll conducted by the INSA institute for daily newspaper Bild this week showed that 58.3 percent of Germans opposed family reunifications for recognized asylum seekers, although they are allowed under German law.
The poll showed that 95.8 percent of AfD supporters and 66.8 percent of supporters of the pro-business Free Democrats opposed family reunifications. About 54.3 percent of conservatives were also opposed, compared to 42.7 percent of backers of the Social Democrats, junior partners in the current coalition government.
Richard Hilmer, head of the Berlin-based Policy Matters think tank, said migration remained a key issue for German voters in the 2017 election.
He said German law allowed family reunifications to help ensure good integration of asylum seekers whose applications were accepted.

“We informed police of the looting and Coast Guard is flying overhead. Multiple officers now on the scene,” Llamas said in a tweet he sent and later deleted.
Many on social media accused Llamas of snitching on people in need, arguing that there is a difference between “looting” and grabbing food and supplies to survive a devastating emergency.

Donald Trump has endorsed a Twitter post that appears to blame leftist demonstrators for the violence that has shocked the nation in recent weeks, and has seen at least one death.
Mr Trump retweeted a post made by Dinesh D’Souza, a conservative commentator and prominent critic of former President Barack Obama, that implied that the media has purposefully downplayed violence from left-wing demonstrators and blaming the right.
“Finally, as if by accident, the Washington Post breaks down & admits the truth about where the violence is coming from,” Mr D’Souza wrote in that post.
Mr D’Souza linked to a Washington Post article that cited the Associated Press, noting that “black-clad antifa” - short for anti-fascist - demonstrators had “stormed into what had been a largely peaceful Berkeley protest against hate and attacked at least five people.”
Mr Trump has been criticised recently for his response following a white supremacist rally in Charlottesville, when a counter protester was killed after a suspected white supremacist drove his car through a group of peaceful protesters. Those demonstrations had also seen clashes between neo-Nazis and counter-protesters, some of who were dressed in all black with their faces covered in the style of “antifa” protesters.
The President, after initially condemning violence and racism, commented several other times on the violence. After several days, Mr Trump said that there had been violence coming from both sides in Charlottesville, and seemed to avoid condemning white supremacy.
The emergence of antifa protesters has coincided with a surge in white supremacist rallies, and alongside the rise of Mr Trump on the national political scene. Clashes between those two groups have been seen at demonstrations throughout the country, including previous clashes in Berkeley before a planned speech by right wing provocateur Milo Yiannopoulos. Five people including one police officer were injured during a counter-protest in Berkeley, California, Sunday, marking the fifth time this year that the city has seen violence during protests. Two were hospitalized. University of California in Berkeley has long had a history of protest-culture and is the birthplace of the Free Speech Movement.
A right-wing “No to Marxism in America,” protest was planned for Sunday, and then called off, but still saw a limited attendance. A much larger counter-protest dubbed the “Rally Against Hate,” also took place Sunday. Though largely peaceful, an element of the counter-protest inflicted violence on supporters of President Donald Trump and the right-wing protest, according to the Washington Post Monday.
The attacks were perpetrated by all-black clad “antifa,” short for anti-fascists. Antifa is a loose collection of people who oppose fascism and racism and aren’t afraid of violence. Many people who identify as antifa are also anarchists. The attacks included one person who was repeatedly kicked and punched and others were hit with pepper spray and paint.
In all, 13 people were arrested for various charges stemming from the protest and counter-protest, including one person arrested for assault with a deadly weapon, according to the Associated Press.
“I applaud the more than 7,000 people who came out today to peacefully oppose bigotry, hatred and racism that we saw on display in Charlottesville,” said Berkeley Mayor Jesse Arreguín in a statement. “The violence that small group of protesters engaged in against residents and the police, including throwing smoke bombs, is unacceptable. Fighting hate with hate does not work and only makes each side more entrenched in their ideological camps.”
Fear of violence has weighed heavy on the minds of officials after the death of one woman in Charlottesville, Virginia, earlier this month. A far-right rally which included a large element of neo-Nazis and white supremacists ended in tragedy when a man with alleged white supremacy ties drove a car into a group of counter-protestors, killing the woman.
Berkeley has been a hot bed of protests and counter-protests in the age of Trump. A speech planned by the far-right provocateur, Milo Yiannopoulos, at the University of California in February was canceled due to violence by protesters, including antifa members. There was a March pro-Trump march that was marked by several injuries and ten arrests. Two protests in April saw some violence, one taking place on the 27th over the cancellation of a talk by right-wing commentator Ann Coulter was the most peaceful.
In 1964, the University of California at Berkeley gained international attention when the school moved to shut down political activism by people tabling and handing out pamphlets on a sidewalk on school property. The dashcam video shows a stocky police officer running toward a stolen car on a dark Chicago street. The officer holds his gun sideways like a gangster and points it at the carful of teenagers as he approaches, then flips the gun vertically as the vehicle tears into reverse and backs away from him. He begins to fire and the gun jumps in his hand; puffs of smoke rise above him as he empties his clip and hits two of the teens. The car spins 90 degrees and slowly rolls to a stop against a light pole.
The video of the shooting was the central piece of evidence in the federal trial of police officer Marco Proano, which ended Monday with guilty verdicts on two civil rights charges. The case also illustrates a major obstacle to anti-violence efforts in Chicago, where homicides this year are expected to reach a two-decade high of more than 700, and serves as a preview of an even higher-profile police shooting trial to come.
Maintaining a low crime rate depends on there being a strong and trusting relationship between residents and police, and that relationship depends on the concept of police legitimacy—namely, the public’s belief that police are justified in using their power to maintain safety and solve crimes. “Indeed, the lack of trust and confidence in police among…communities of color has captured public attention given the police shootings of unarmed [black people] that have been captured on video,” states a new report from the Urban Institute.
Surveys conducted by Urban Institute researchers in four Chicago neighborhoods showed that relations between the police and the community are poor. Only a third of the residents surveyed said their community views police favorably, and half said they had been stopped by police for “no good reason.” The figures for black men under 30 were worse, with half saying police were dishonest and less than 10 percent saying they thought police treated people in their neighborhood with respect.
The relationship between Chicago communities and police worsened in 2015, after the release of a video showing an officer fatally shooting teenager Laquan McDonald, which was made public five months after the Proano video. Less than a month after that, the Illinois attorney general wrote a letter to the Department of Justice, asking for a civil rights probe into the Chicago Police Department—and citing both the McDonald and Proano shootings.

The dashcam video shows a stocky police officer running toward a stolen car on a dark Chicago street. The officer holds his gun sideways like a gangster and points it at the carful of teenagers as he approaches, then flips the gun vertically as the vehicle tears into reverse and backs away from him. He begins to fire and the gun jumps in his hand; puffs of smoke rise above him as he empties his clip and hits two of the teens. The car spins 90 degrees and slowly rolls to a stop against a light pole.
The video of the shooting was the central piece of evidence in the federal trial of police officer Marco Proano, which ended Monday with guilty verdicts on two civil rights charges. The case also illustrates a major obstacle to anti-violence efforts in Chicago, where homicides this year are expected to reach a two-decade high of more than 700, and serves as a preview of an even higher-profile police shooting trial to come.
Maintaining a low crime rate depends on there being a strong and trusting relationship between residents and police, and that relationship depends on the concept of police legitimacy—namely, the public’s belief that police are justified in using their power to maintain safety and solve crimes. “Indeed, the lack of trust and confidence in police among…communities of color has captured public attention given the police shootings of unarmed [black people] that have been captured on video,” states a new report from the Urban Institute.
Surveys conducted by Urban Institute researchers in four Chicago neighborhoods showed that relations between the police and the community are poor. Only a third of the residents surveyed said their community views police favorably, and half said they had been stopped by police for “no good reason.” The figures for black men under 30 were worse, with half saying police were dishonest and less than 10 percent saying they thought police treated people in their neighborhood with respect.
The relationship between Chicago communities and police worsened in 2015, after the release of a video showing an officer fatally shooting teenager Laquan McDonald, which was made public five months after the Proano video. The Loathsome (REALLY? Says (((whom)))? American Book That Inspired Hitler

In response to the deadly riots in Charlottesville, Virginia, this month, President Donald Trump said, “We condemn in the strongest possible terms this egregious display of hatred, bigotry, and violence on many sides. On many sides.” Trump’s failure to directly condemn white supremacists and neo-Nazis came on the heels of his travel ban on people from seven Muslim-predominant countries, and his desire to build a wall on our southern border to keep out the “bad hombres.”
Though it has dominated headlines, few are noticing that identical events followed a book published 100 years ago. It was arguably the most dangerous scientific treatise ever written. And in it is the one phenomenon that ties all of these events together.
In 1916, Madison Grant, a New York City conservationist and lawyer, published The Passing of the Great Race. It was an extension of popular eugenic theories first proposed by Francis Galton, a British scientist and half-cousin of Charles Darwin. Galton believed that selective breeding shouldn’t be limited to animals. He argued that if we could breed faster horses, we should be able to breed better people, too. He claimed that traits like intelligence, loyalty, bravery, and honesty were also inherited.
In The Passing of the Great Race, Grant took Galton’s theories one step further. Using population movements, facial features, and pseudoscience, Grant argued that undesirable traits were passed not only from one family member to another, but within certain ethnic backgrounds and religious groups.
America, he argued, was committing “race suicide.” No longer were immigrants coming from “desirable” parts of northwestern Europe like the British Isles, Scandinavia, and Germany; they were coming from lesser countries in Southern and Eastern Europe. First published in the spring of 1916, The Passing of the Great Race was reprinted in 1922, 1923, 1924, 1926, 1930, 1932, and 1936, selling more than a million copies—arguably, one of the most popular scientific tracts in history.
In 1917—one year after Grant published his book—Congress passed a law banning “all idiots, imbeciles, feebleminded persons, epileptics, insane persons, [and] persons of constitutional psychopathic inferiority” from entering the U.S. During deliberations, one congressman read directly from The Passing of the Great Race. As a consequence, about 1,500 immigrants a year were denied entrance. One ardent eugenicist wrote a letter to Grant urging him to build a Great Wall: “Can we build a wall high enough around this country so as to keep out these cheaper races; or will it be a feeble dam, leaving it to our descendants to abandon the country to blacks, browns, and yellows.”
In 1921, Congress passed the Emergency Quota Act, which limited the number of immigrants to no more than 3 percent of the number of people originally from that country residing in America. In the year prior, some 800,000 immigrants entered the United States; the year after it was enacted, that number was reduced to 300,000.
In 1924, Congress passed the Immigration Restriction Act, which limited Africans and banned Arabs and Asians outright. Ten years after The Passing of the Great Race was published, it was translated into German, the language in which a disgruntled corporal—recently imprisoned for his part in a riot in Bavaria—read it. After finishing it, he sent a letter to Madison Grant. “This book is my Bible,” he wrote. The soldier later included whole sections of Grant’s book in his own book, Mein Kampf. What Grant had called the Nordic race, Adolf Hitler called the Aryan race.
To say that The Passing of the Great Race had influenced Mein Kampf would be an understatement; in some sections, Hitler had virtually plagiarized Grant’s book. For example, in The Passing of the Great Race, Grant wrote, “It has taken us 50 years to learn that speaking English, wearing good clothes, and going to school and to church does not transform a Negro into a white man.” In Mein Kampf, Hitler wrote, “But it is a scarcely conceivable fallacy of thought to believe that a Negro or a Chinese, let us say, will turn into a German because he learns German and is willing to speak the German language.”
In 1936, three years after Adolf Hitler came to power, the Nazi party listed The Passing of the Great Race as essential reading. Grant’s “race suicide”—a fear that his Nordic race would be diluted out by “inferior” races—had become ethnic genocide. “National Socialism is nothing but applied biology,” said Rudolf Hess, Hitler’s deputy Führer. During the next decade, “race purity” would reach its hideous, illogical end.
Although neo-Nazis and white supremacists still laud The Passing of the Great Race in their literature and on their websites, the book has faded into darkness. Its lesson—that we are all members of one race, the human race—shouldn’t.

Gary Cohn, President Donald Trump's top economic adviser, criticized the White House's response to Charlottesville, Virginia, in his first public remarks about the deadly violence earlier this month.
"This administration can and must do better in consistently and unequivocally condemning these groups and do everything we can to heal the deep divisions that exist in our communities," Cohn told the Financial Times.
Cohn said he felt compelled "to voice my distress over the events of the last two weeks."

I have read astrology books that have it wrong in regards to the elements and signs.
Like invoking elements can create a backlash of the opposite element, with a bit of research, I have found the same with eclipses.

Patriot Prayer, the rightwing protest group that planned to rally in San Francisco on Saturday, has cancelled its event, citing safety concerns and a “smear campaign” by elected officials who called them “white supremacists”.
The group said it still intended to attend a rally on Sunday in nearby Berkeley, which has seen a number of violent standoffs between rightwing protesters and anti-fascist activists this year.
“We’re going to put our effort and resources into Berkeley,” Patriot Prayer organizer Joey Gibson said in a Facebook Live broadcast. “Berkeley is a better situation because we don’t feel that we’re walking into a trap.”

Patriot Prayer, the rightwing protest group that planned to rally in San Francisco on Saturday, has cancelled its event, citing safety concerns and a “smear campaign” by elected officials who called them “white supremacists”.
The group said it still intended to attend a rally on Sunday in nearby Berkeley, which has seen a number of violent standoffs between rightwing protesters and anti-fascist activists this year.
“We’re going to put our effort and resources into Berkeley,” Patriot Prayer organizer Joey Gibson said in a Facebook Live broadcast. “Berkeley is a better situation because we don’t feel that we’re walking into a trap.”

A knife-wielding man was shot dead on Friday after wounding a soldier in Brussels, in what authorities called a "terrorist attack".
The man, who prosecutors said yelled 'Allahu akbar' (God is greatest) during the violence, was shot by soldiers on a street in the city centre.
"We believe that it is a terrorist attack," said a prosecutors' office spokeswoman, who added the attacker "is dead."
The incident comes after attacks claimed by the Islamic State group in Spain last week killed 15 people and a knifeman's stabbing spree in Finland left two dead and eight wounded.
One of the two soldiers targeted was "slightly" wounded, according to federal prosecutors, who have opened a terror probe of that attack launched around 8:00 pm (1800 GMT).
The mayor of Brussels, Philippe Close, told reporters the incident was the work of a "lone individual".
Soldiers have been deployed at railway stations and landmark buildings since the Paris terror attacks in 2015, when a link to Brussels was first established.
Freddie Martyn, 25, told the Telegraph: "Just picked up my brother from the train station. We saw two to three ambulances, three army dogs, 10 police officers and the same amount of soldiers.

The conservative web site The Federalist reported on Friday that Gorka resigned with a scathing letter accusing “forces” in the White House of working against Trump’s agenda. A group of psychiatrists has written to Congress to warn Donald Trump poses a "clear and present danger" to the world.
Among them is Dr Bandy Lee, of Yale University, who is also reportedly consulting with Democratic members of Congress on setting up an expert panel to give advice on the President's mental health.
She is concerned by Mr Trump's "dangerousness", Dr Lee told USA Today.
The group's letter, sent to members of both parties, said: "It no longer takes a psychiatrist to recognise the alarming patterns of impulsive, reckless, and narcissistic behaviour — regardless of diagnosis — that, in the person of President Trump, put the world at risk.
"We now find ourselves in a clear and present danger, especially concerning North Korea and the President’s command of the US nuclear arsenal."
It comes after Democrats proposed creating an 11-member, cross-party Oversight Commission on Presidential Capacity which would be responsible for examining the US president’s mental and physical health.
First tabled by Maryland congressman Jamie Raskin, and now backed by more than two dozen members of the House, the bill would see Mr Trump or any other US president forced from the Oval Office is he or she is deemed to be mentally or physically unfit for the role.
Discussion of Mr Trump's fitness to lead has intensified in the days since his extraordinary address to supporters in Phoenix, Arizona.
The President blasted "damned dishonest" journalists and took aim at both the state's Republican senators in a rambling speech, having abandoned his teleprompters.
He also revisited his various statements in the wake of far-right violence in Charlottesville, Virginia, reading portions to prove he had condemned white supremacists and had been misrepresented by the media.

Interior Minister Thomas de Maiziere said "operating the website from now on is a criminal offence" after police had served the order in the morning and the website went offline.
De Maiziere has warned repeatedly that police and security services must crack down on far-left and anarchist groups just as they do against far-right organisations.
The ban of the site, and a search of premises in the western university city of Freiburg near the French border, comes a month before national elections in which Chancellor Angela Merkel will seek a fourth term.
Police searched five separate locations and confiscated knives, batons and slingshots, but no arrests were made.
Germany's domestic security service says in its annual report that the website launched in 2009 has become the main platform on which militant far-left groups posted claims of responsibility for acts of vandalism and violence.
It was also a major platform for activists who organised rallies, protests and blockades during the Group of 20 summit hosted by the northern port city of Hamburg in early July.

One of Donald Trump's closest advisers has warned a bloody civil war would erupt if the US President was impeached.
Roger Stone predicted "an insurrection like you've never seen" if politicians sought to remove the US leader from the White House and claimed any politician who voted to topple him "would be endangering their own life".
Talk of impeachment has endured throughout Mr Trump's presidency amid allegations of collusion between Russia and the billionaire Republican's election campaign.
Support for his removal from office has risen to 40 per cent among the American public, according to a poll by the Public Religion Research Institute (PRRI) earlier this month.
But Mr Stone, a long-time Trump confidant and former official in Richard Nixon's administration, suggested impeachment proceedings would lead to an armed uprising among the President's supporters.
"Try to impeach him, just try it. You will have a spasm of violence in this country, an insurrection like you’ve never seen," he told entertainment website, TMZ. "The people will not stand for impeachment. A politician that votes for it would be endangering their own life."
Asked if he believed there would be "some sort of civil war" if the President was impeached, he replied: "Yes, that's what I think will happen.
"Both sides are heavily armed... There would be violence on both sides."
The Republican strategist and self-proclaimed "dirty trickster" claimed he was "not advocating violence" but "predicting it".
Mr Stone, who was an adviser to Mr Trump's presidential campaign and is thought to still speak to him regularly, said: "The people who are calling for impeachment are the people who didn't vote for him. They need to get over it, they lost."
He added: "Sorry, he whipped Hillary Clinton's ass. It's over, you lost."
A former US labour secretary this week became the latest high-profile Trump critic to call for his impeachment.
Robert Reich said the President was a "clear and present danger to America" and must be removed from office.

Speech that demeans on the basis of race, ethnicity, gender, religion, age, disability, or any other similar ground is hateful; but the proudest boast of our free speech jurisprudence is that we protect the freedom to express “the thought that we hate.”
Justice Anthony Kennedy wrote separately, also for four justices, but on this point the opinions agreed:
A law found to discriminate based on viewpoint is an “egregious form of content discrimination,” which is “presumptively unconstitutional.” … A law that can be directed against speech found offensive to some portion of the public can be turned against minority and dissenting views to the detriment of all. The First Amendment does not entrust that power to the government’s benevolence. Instead, our reliance must be on the substantial safeguards of free and open discussion in a democratic society.
And the justices made clear that speech that some view as racially offensive is protected not just against outright prohibition but also against lesser restrictions. In Matal, the government refused to register “The Slants” as a band’s trademark, on the ground that the name might be seen as demeaning to Asian Americans. The government wasn’t trying to forbid the band from using the mark; it was just denying it certain protections that trademarks get against unauthorized use by third parties. But even in this sort of program, the court held, viewpoint discrimination — including against allegedly racially offensive viewpoints — is unconstitutional. Ban DOCTORS WITHOUT BORDERS ! - Italian Police are forcing illegal ASYL SQUATTERS from Rome piazza with water cannons

ROME (AP) — Migrants in a Rome piazza threw rocks, bottles and gas cans at riot police using water cannons to clear out about 100 mostly Ethiopian and Eritrean asylum-seekers early Thursday as part of a security operation harshly criticized by humanitarian groups.
At least two people were detained, and 13 were injured.
The dawn operation comes days after authorities cleared most of the 800 migrants who had been squatting in an adjacent building since 2013.
Police said in a statement the operation was necessary because the migrants remaining in the piazza had refused to accept city-organized lodging and because of the risk of cooking gas canisters and other flammable materials.
Authorities have said such raids to clear migrants from buildings and squares, at least four since July in Rome, are part of anti-terrorism measures.
Asylum-seekers, mostly women and children, who had been allowed to remain temporarily in a nearby building hung signs out of its windows saying "We are not terrorists," as some threw canisters into the street. They were also cleared out, and brought to a police station.
The city of Rome said in a statement that the most vulnerable among the migrants, including families with minors, and the elderly and disabled, were being given priority, and that all had been given food and drinks by authorities. The statement said workers had run into resistance in recent months to conduct a census of migrants living in the structure and piazza.
The U.N. refugee agency, UNICEF and humanitarian organizations have protested Italy's moves, saying they were carried out without warning and that there isn't enough adequate housing for them and the hundreds more vulnerable asylum-seekers sleeping on Rome's streets. They also noted that many families would be separated by the new housing arrangements and children would be uprooted from schools.
"It is a shame that the absence of alternative housing solutions brought about a violent situation," Doctors Without Borders said, calling for "dignified solutions" for those who have been removed.
UNHCR expressed "extreme concern for the use of force, which could have been avoided if alternative solutions had been identified in a timely fashion and in consultation with the people and families involved."
A U.N. refugee agency official in southern Europe, Stephane Jaquemet, noted that many of the people living in the building had been there for many years and were legal residents of the capital.
"They are people fleeing war and persecution, already victims of terrible trauma. People who have the right to support to integration in a way to become autonomous," Jaquemet said.
On Twitter, Doctors Without Borders posted pictures of the police operation and protested the "indiscriminate use of violence." The organization noted there were no ambulances nearby to help, and said their volunteers treated 13 injured, mostly cuts and fractures, including an elderly woman who fainted after being hit by a water jet.
Italy is struggling to meet the demand to house migrants, with more than 98,000 arriving so far this year after being rescued at sea in rickety smugglers' boats. More stringent border controls are preventing most of those migrants from continuing their journeys to preferred destinations further north.

ROME (AP) — Migrants in a Rome piazza threw rocks, bottles and gas cans at riot police using water cannons to clear out about 100 mostly Ethiopian and Eritrean asylum-seekers early Thursday as part of a security operation harshly criticized by humanitarian groups.
At least two people were detained, and 13 were injured.
The dawn operation comes days after authorities cleared most of the 800 migrants who had been squatting in an adjacent building since 2013.
Police said in a statement the operation was necessary because the migrants remaining in the piazza had refused to accept city-organized lodging and because of the risk of cooking gas canisters and other flammable materials.
Authorities have said such raids to clear migrants from buildings and squares, at least four since July in Rome, are part of anti-terrorism measures.
Asylum-seekers, mostly women and children, who had been allowed to remain temporarily in a nearby building hung signs out of its windows saying "We are not terrorists," as some threw canisters into the street. They were also cleared out, and brought to a police station.
The city of Rome said in a statement that the most vulnerable among the migrants, including families with minors, and the elderly and disabled, were being given priority, and that all had been given food and drinks by authorities. The statement said workers had run into resistance in recent months to conduct a census of migrants living in the structure and piazza.
The U.N. refugee agency, UNICEF and humanitarian organizations have protested Italy's moves, saying they were carried out without warning and that there isn't enough adequate housing for them and the hundreds more vulnerable asylum-seekers sleeping on Rome's streets. They also noted that many families would be separated by the new housing arrangements and children would be uprooted from schools.
"It is a shame that the absence of alternative housing solutions brought about a violent situation," Doctors Without Borders said, calling for "dignified solutions" for those who have been removed.
UNHCR expressed "extreme concern for the use of force, which could have been avoided if alternative solutions had been identified in a timely fashion and in consultation with the people and families involved."
A U.N. refugee agency official in southern Europe, Stephane Jaquemet, noted that many of the people living in the building had been there for many years and were legal residents of the capital.
"They are people fleeing war and persecution, already victims of terrible trauma. People who have the right to support to integration in a way to become autonomous," Jaquemet said.
On Twitter, Doctors Without Borders posted pictures of the police operation and protested the "indiscriminate use of violence." The organization noted there were no ambulances nearby to help, and said their volunteers treated 13 injured, mostly cuts and fractures, including an elderly woman who fainted after being hit by a water jet.
Italy is struggling to meet the demand to house migrants, with more than 98,000 arriving so far this year after being rescued at sea in rickety smugglers' boats. More stringent border controls are preventing most of those migrants from continuing their journeys to preferred destinations further north.

A United Nations committee has issued a formal warning to the United States and its president, Donald Trump, over recent racial violence in the country, indicating serious concern that conflicts like the recent one in Charlottesville, Virginia, will spread.
The Committee on the Elimination of Racial Discrimination (CERD) has issued an “early warning,” the first step in its system of measures to prevent tensions from escalating and inform member states of the urgent need to address problems. It criticized the US for “failure at the highest political level to unequivocally reject racist violent events.”

The statement, though it doesn’t say so explicitly, appears to refer to Trump’s widely criticized response to the violent clashes on Aug. 12 between white-supremacist groups and counter-protesters in Charlottesville. Trump called the fighting an “egregious display of hatred, bigotry and violence on many sides,” suggesting that the counter-protesters were as much to blame as the white supremacists.
One woman, Heather Heyer, was killed that day, when a man with neo-Nazi sympathies drove a car into a crowd of counter-protesters. Shortly after, a group of UN experts voiced its concern over the rise of racism and xenophobia in the US, which critics of Trump say he emboldened through his tepid response to Charlottesville.
The UN’s new warning calls on US authorities to take concrete measures to address the spread of hate groups. “We are alarmed by the racist demonstrations, with overtly racist slogans, chants and salutes by white nationalists, neo-Nazis, and the Ku Klux Klan, promoting white supremacy and inciting racial discrimination and hatred,” CERD Chairperson Anastasia Crickley said in a statement.
CERD has officially warned the US before, in 2006 when it raised the issue of US land conflicts with the Western Shoshone indigenous peoples. Its criticism of the country’s efforts to end racial discrimination haven’t always met with favorable responses from the political right in the US. In 2008, a researcher at the Heritage Foundation, a right-wing think tank, called for the US to “seriously reconsider the level of its future engagement with the committee,” claiming it was biased.
The committee’s new statement, however, is an alarm bell about specific events and the path the US appears to be headed down, harming its often sanitized global image (paywall). Other countries it has raised the alarm about in recent years include Burundi and Iraq.

Civil rights icon and former Atlanta mayor Andrew Young said Wednesday he doesn’t back the fight to tear down Confederate memorials around the country and that he fears it could have unintended consequences.
“I think it’s too costly to refight the Civil War,” Young said Wednesday at a press conference in which he and fellow civil rights icon C.T. Vivian endorsed Atlanta City Council President Ceasar Mitchell to succeed Kasim Reed as the city’s next mayor. “We have paid too great a price in trying to bring people together.”

A city council meeting in Charlottesville, Virginia, turned chaotic on Monday night as residents complained about the city’s decision to allow a white supremacist march earlier this month as well as the police response to the resulting melee.
Many called on the council to resign or vowed to vote them out of office over the violence that shook Charlottesville on Aug. 11-12 as neo-Nazis, KKK members and others descended on the city as part of a “Unite the Right” rally.
A couple of residents climbed onto the council’s dais and unfurled a large banned that read “BLOOD ON YOUR HANDS” as people chanted “resign” at the council.
Other residents complained that the police did a better job protecting the white supremacists than the city’s own citizens.
“I’m outraged!” said Tracy Saxon, per The New York Times. “I watched my people get beat and murdered. They let Nazis in here have freedom of speech and they protect them? And we can’t have freedom of speech?”
Police officers removed several people during the meeting.
At one point, the city council left the room, but returned when Vice Mayor Wes Bellamy changed the meeting into a forum allowing individuals to address the council.
Heather Heyer, 32, was killed and at least 19 others injured when a car slammed into a group of counter-protesters in Charlottesville. James Alex Fields Jr., a 20-year-old white supremacist, has been charged with murder and several other counts.
