MOSCOW (Reuters) - President Vladimir Putin has signed a law that prohibits technology that provides access to websites banned in Russia, the government's website showed on Sunday.
The law, already approved by the Duma, the lower house of parliament, will ban the use of virtual private networks (VPNs) and other technologies, known as anonymizers, that allow people to surf the web anonymously. It comes into force on Nov. 1.

A Louisiana prisoner kidnapped and killed an assistant warden’s 18-year-old stepdaughter after he escaped from prison, PEOPLE confirms.
Deltra Henderson, 39, was later found dead following a shootout with law enforcement.
“It has been a terrible couple of days in Claiborne Parish,” Sheriff Ken Bailey tells PEOPLE. “This was a senseless killing. That is all this was. Senseless.”
Bailey says Amanda Carney was at the home she shared with her parents — across from David Wade Correctional Center in Homer where some prison employees live — when Henderson, a prison trustee, abducted her Thursday afternoon.
“She lived on the compound and he was a trustee and he worked cleaning flower beds and mowing grass,” he says. “He was on the other side of the prison and they have trustees that go over there and work in the flower beds. He abducted her and got in her car and left.”
“They are trustees and they gain trustee status from having good behavior,” adds Bailey. “I think they need to change the word because they can’t be trusted.”
Carney’s body was found about two and a half miles from the prison in an oil field underneath pine needles. She had been stabbed numerous times in her neck, according to Bailey.

Bailey says shortly after the abduction, Henderson crashed Carney’s car in nearby woods, abandoned the vehicle, and then returned to prison grounds and stole a car from Carney’s neighbor. President Trump gave an impassioned speech in suburban New York about the violent MS-13 street gang in an effort to drum up support for his strict immigration and tough-on-crime policies.
The White House chose Suffolk County, Long Island — a traditionally peaceful county where there have been at least 17 killings attributed to the gang since January 2016 — to deliver his message about the threat of the international gang that was formed by Salvadoran immigrants in Los Angeles in the 1980s.
Over the decades, MS-13 (also known as Mara Salvatrucha) built a criminal network with footholds in major metropolitan areas across the United States. The gang also has a strong presence in Mexico and strong ties to Central America, as it’s mostly comprised of Salvadoran, Honduran and Guatemalan nationals or first-generation Americans.

(INDIANAPOLIS) — A police officer died after being shot multiple times while responding to a traffic crash on the south side of Indianapolis, authorities said Thursday.
Lt. Aaron Allen of the Southport Police Department was responding to a call about a crash with people trapped inside a vehicle Thursday afternoon when he was shot, Sgt. Kendale Adams of the Indianapolis Metropolitan Police Department told reporters at a news conference. Allen died at Eskenazi Hospital, Adams said.
“Shots were fired by one of the vehicle’s occupants, striking the Southport lieutenant,” Adams said.
Two other officers at the scene, including one who was off-duty at the time, returned fire, striking a person inside the vehicle, Adams said. That person and a second person injured in the crash were hospitalized and in custody with non-life-threatening injuries. Police did not release their names or discuss a motive for the shooting.

A teenage security guard allegedly made quite the impression at work. Larry Brooks is accused of stealing thousands of dollars from a New Jersey vault and transportation company Tuesday (July 25), during his first day on the job.
Brooks, 19, faces second degree theft charges after security officials from Guarda claimed that he swiped $100,000 in cash, the Fairfield Police Department announced Thursday.
The company told police that Brooks was busted on surveillance camera.
Before contacting police, the security team apparently recovered nearly $86,000 of the stolen money from a car parked in Elizabeth, N.J., where Brooks lives.
Brooks was arrested and released on his own recognizance.

5:15 p.m.
German police say that four people have been wounded in a stabbing attack at a Hamburg supermarket in addition to the person who died in the attack.
Police say the assailant attacked the first victim in the supermarket on Friday afternoon and that person died at the scene. The attacker wounded another four people with his knife as he fled. Witnesses followed him and alerted police, who arrested him.
Police say they don't have any information yet on the man's motive.

German police says there was definitely only one attacker with a knife who went into a supermarket in Hamburg and stabbed several people.
German police say one person has died in the Friday afternoon attack and several people have suffered stab wounds. They said on Twitter that they don't have information on the assailant's motive or on the exact number of victims.
They added that "initial reports about robbery as a possible motive so far have not been confirmed."

Police have said Bearheels was acting erratically and fought officers’ efforts to take him into custody. After the altercation, Bearheels was taken to a hospital, where he was pronounced dead.
Matthew Burns, an attorney for Payne, said his client is hoping that bail is set low enough that he can be released on Friday, when he’s set to turn himself in to police.
“He feels awful,” Burns said of Payne. “He’s not a bad person. He didn’t set out that day to go to work with the intent to hurt anyone.”
The officers, both of whom are black, were fired earlier this month based on the recommendation of police Chief Todd Schmaderer. Two other officers who witnessed the altercation were placed on administrative leave following Bearheels’ death but do not face any charges.

Sadiq Khan has accused Donald Trump of behaving like a “12-year-old” as the spat between the Mayor of London and the US President continues.
The London mayor said that he was "disappointed" by the US leader's handling of the aftermath of the London Bridge terrorist attack in early June.
At the time, the US President tweeted criticism Mr Khan for, he claimed, saying there is “no reason to be alarmed”.
“At least 7 dead and 48 wounded in terror attack and Mayor of London says there is ‘no reason to be alarmed!”, he said.
In reality Mr Khan had said Londoners should not be alarmed by the increased police presence in the capital, rather than by the attack itself.
Asked by the New Yorker why he appeared to have “got under Trump’s skin”, the London Mayor replied: “The short answer is I don’t know, but I can understand if we were both aged twelve years old.”
Mr Khan said he was “disappointed” in Mr Trump’s comments and referenced a Nato policy that says members will come to each other’s defence to suggest that politicians should support each other.
“The basic rule amongst politicians and amongst leaders is a sense of solidarity—it is almost like our version of Nato Article 5,” he said. “So I was extremely surprised when the President of the USA, our strongest ally, said what he said. It was disappointing, to be honest.”
At the time, Mr Khan said he had “better and more important things to focus on” than Mr Trump’s tweets, while a spokesperson claimed the Republican had taken the Mayor’s words out of context.
That led the US President to tweet: “Pathetic excuse by London Mayor Sadiq Khan who had to think fast on his "no reason to be alarmed" statement. MSM [Mainstream Media] is working hard to sell it!”
Mr Khan later called for Mr Trump’s proposed state visit to the UK to be cancelled, saying he was “not sure it is appropriate for our government to roll out the red carpet”.
The pair had previously clashed over the US President’s plans to introduce a ban on immigration to the US from seven mainly-Muslim countries.
When the Republican first suggested the policy in 2015, Mr Khan called the billionaire businessman a “buffoon” and said: “His views are divisive, they are outrageous, and I hope he loses. Badly.”

No significant declines were seen in sperm counts of men living in South America, Asia and Africa
(CNN) Sperm counts of men in North America, Europe, Australia and New Zealand are plunging, according to a new analysis published Tuesday.
Among these men there has been a 52% decline in sperm concentration and a 59% decline in total sperm count over a nearly 40-year period ending in 2011, the analysis, published in the journal Human Reproduction Update, say Scientists determine sperm count by looking at a sample of ejaculate under a microscope. For sperm concentration, they measure how many millions of sperm there are in each milliliter of fluid. Sperm count, then, is sperm concentration multiplied by the total volume of an ejaculate.
Researchers led by Dr. Hagai Levine of Hebrew University of Jerusalem examined thousands of studies and then conducted a meta-analysis of 185 studies. These included 42,935 male participants who provided semen samples between 1973 and 2011. The chosen studies were well distributed over the nearly 40 years of the study period and among 50 different countries. The analysis included information on fertility status, age, ejaculation abstinence time, semen collection method, sperm count method and geographic location at the level of continent.

President Trump announced on Wednesday morning that the U.S. military would not “accent or allow” any transgender service members.
In a series of tweets, the commander in chief argued that too much is at stake in the military’s current operations for it to be “burdened” by the medical costs of transgender people or the “disruption” he says transgender service members would cause.

Another group say they got the weapons for free across the border with Tajikistan and that they were provided by ‘the Russians,’” reported CNN.
In one of the videos, a masked Taliban fighter said the arms came from over the border from Tajikistan, and that they didn’t have to pay for them.
“These pistols have been brought to us recently,” he said in the video. “These are made in Russia, and are very good stuff.”
The U.S. commander in Afghanistan did not refute rumors about Russia arming the insurgent group back in April, suggesting that officials believed this was happening.
“Oh, no I'm not refuting that... Arming belligerents or legitimizing belligerents who perpetuate attacks ... is not the best way forward,” said Gen. John Nicholson at the time.

One must not see the enemy only in a particular era, but see them throughout history. One example is the magickal jewish work of the Banking institution. The people deposit there their money (Labor proof) so it is well 'guarded'. The moves have forced some reassigned immigration judges to temporarily abandon their dockets and resulted in some people waiting even longer for their day in court.
"Judges very carefully manage their dockets," said Dana Leigh Marks, president of the National Association of Immigration Judges. "Taking control away from the judges and reassigning them has a very disruptive impact on the court."
Part of that disruption, Marks said, is growing the country's backlog of cases. The Transactional Records Access Clearinghouse at Syracuse University found that the number of pending immigration cases swelled to more than 610,000 last month.

DUBAI (Reuters) - Iran and Iraq signed an agreement on Sunday to step up military cooperation and the fight against "terrorism and extremism", Iranian media reported, an accord which is likely to raise concerns in Washington.
Iranian Defence Minister Hossein Dehghan and his Iraqi counterpart Erfan al-Hiyali signed a memorandum of understanding which also covered border security, logistics and training, the official news agency IRNA reported.
"Extending cooperation and exchanging experiences in fighting terrorism and extremism, border security, and educational, logistical, technical and military support are among the provisions of this memorandum," IRNA reported after the signing of the accord in Tehran.
Iran-Iraq ties have improved since Iran's long-time enemy Saddam Hussein was toppled in 2003 and an Iraqi government led by Shi'ite Muslims came to power. Iran is mostly a Shi'ite nation.
U.S. President Donald Trump has voiced concern over what he sees as growing Iranian influence in conflicts in Syria, Yemen and Iraq, where it is aligned with Shi'ite fighters.
Tensions between Iran and the United States have heightened since the election of Trump, who has often accused Tehran of backing militant groups and destabilizing the region.
Earlier this month, Trump said that new threats were emerging from "rogue regimes like North Korea, Iran and Syria and the governments that finance and support them".
The U.S. military has accused Iran of stoking violence in Iraq by funding, training and equipping militias. Iran denies this, blaming the presence of U.S. troops for the violence.

Billionaire businessman Mark Cuban and former Florida Gov. Jeb Bush lashed out at the Republican president during separate remarks at a summer festival in New York City's Central Park.
Cuban, who owns the Dallas Mavericks basketball team, said he may challenge Trump in 2020.

On Monday, the ACLU issued a letter to the Senate opposing the proposed legislation, which was introduced in March by Sen. Benjamin Cardin (D-MD) and Sen. Rob Portman (R-OH). It was “drafted with the assistance of the American Israel Public Affairs Committee [AIPAC],” according to the Jewish Telegraphic Agency.

The Israel Anti-Boycott Act (S.720), which has a total of 43 sponsors in the Senate (14 Democrats and 29 Republicans), seeks to broaden the the Export Administration Act of 1979 “to include in the prohibitions on boycotts against allies of the United States boycotts fostered by international governmental organizations against Israel and to direct the Export-Import Bank of the United States to oppose boycotts against Israel, and for other purposes.”
The bill in its current form would also make it illegal to even request information about boycotts against Israel, and violations would carry a minimum civil penalty of $250,000 and a maximum criminal penalty of $1 million and 20 years behind bars. If passed, this legislation would effectively put U.S. citizens behind bars for up to twenty years for nothing more than their political beliefs.
“The impacts of the legislation would be antithetical to free speech protections enshrined in the First Amendment,” the ACLU wrote.
The organization also pointed out the contradictory nature of the proposed measure, explaining it“cannot fairly be characterized as an anti-discrimination measure, as some would argue. For example, the Civil Rights Act of 1964 already prevents businesses from discriminating against customers based on race, color, religion, and national origin. This bill, on the other hand, aims to punish people who support international boycotts that are meant to protest Israeli government policies, while leaving those who agree with Israeli government policies free from the threat of sanctions for engaging in the exact same behavior.”

Sie soll bei den Protesten gegen die friedliche, nationale Demonstration zum „Tag der deutschen Zukunft“ im Juni 2016 Polizeibeamte attackiert haben, die Staatsanwaltschaft wirft ihr Landfriedensbruch und „Widerstand gegen Vollstreckungsbeamte“ vor. Am Freitag (21. Juli 2017) muss sich eine 22-jährige Antifaschistin aus Essen vor Gericht verantworten. Bereits im Vorfeld gab es eine Solidaritätskampagne innerhalb der linken Szene, unter anderem wurde eine Facebook-Kampagne gestartet und eine Spendenfeier durchgeführt. Auch zur Verhandlung nach Dortmund wird mobilisiert, um die angeblich kriminalisierte Linksextremistin, die am 4. Juni 2016 für mehrere Stunden in Polizeigewahrsam genommen wurde, zu unterstützen. Die Verhandlung beginnt um 9.00 Uhr im Raum 1.104 des Amtsgerichtes und ist öffentlich – gerade nach der eskalierten Gewalt autonomer Linksextremisten rund um den G20-Gipfel in Hamburg, sollte auf einen solchen Prozess ein besonderes Interesse fallen. Und wer so sehr um Aufmerksamkeit bittet, sollte diese doch auch erhalten!
Weitere Linksextremistin aus Köln angeklagt
Ebenfalls ermittelt wird gegen eine 24-jährige Linksextremistin aus Köln, die laut Eigenangaben „willkürlich festgenommen und 8 Stunden lang auf dem Polizeipräsidium festgehalten, erkennungsdienstlich behandelt und vernommen“ worden wäre. Die Staatsanwaltschaft sieht das offenbar anders und wirft ihr vor, Polizeibeamte angegriffen zu haben. Auch dieser Prozess wird von der linken Szene mit hoher Aufmerksamkeit verfolgt, ist aber bisher noch nicht terminiert. Sie soll bei den Protesten gegen die friedliche, nationale Demonstration zum „Tag der deutschen Zukunft“ im Juni 2016 Polizeibeamte attackiert haben, die Staatsanwaltschaft wirft ihr Landfriedensbruch und „Widerstand gegen Vollstreckungsbeamte“ vor. Am Freitag (21. Juli 2017) muss sich eine 22-jährige Antifaschistin aus Essen vor Gericht verantworten. Bereits im Vorfeld gab es eine Solidaritätskampagne innerhalb der linken Szene, unter anderem wurde eine Facebook-Kampagne gestartet und eine Spendenfeier durchgeführt. Auch zur Verhandlung nach Dortmund wird mobilisiert, um die angeblich kriminalisierte Linksextremistin, die am 4. Juni 2016 für mehrere Stunden in Polizeigewahrsam genommen wurde, zu unterstützen. Israel envoy urges Hungary to halt anti-Soros campaignBudapest (AFP) - Israel's ambassador in Budapest called on Hungary on Saturday to halt a nationwide poster campaign targeting US billionaire George Soros, which Jewish leaders say is stoking anti-Semitic feelings.
The posters show a large picture of the Hungarian-born Jewish emigre laughing, alongside the text: "Let's not leave Soros the last laugh", a reference to government claims that the 86-year-old wants to force Hungary to allow in migrants.
The campaign is the fourth media blitz by the government this year against Brussels or Soros for their alleged attacks on Hungary's hardline anti-immigration stance.
Since the latest posters appeared on billboards and at public spaces last week, several incidents of anti-Semitic graffiti daubed on them have been reported.
"It's our moral responsibility to raise a voice and call on the relevant authorities to exert their power and put an end to this cycle," Yossi Amrani, Israel's envoy in Budapest said in a statement.
"I call on those involved in the current billboard campaign and those responsible for it to reconsider the consequences.
"At the moment, beyond political criticism of a certain person, the campaign not only evokes sad memories but also sows hatred and fear."
In response to the comments, Hungary's foreign ministry said it was protecting its citizens.
"Just like Israel, Hungary too takes steps against anyone who represents a risk to the national security of the country and its citizens," it said in a statement.
Amrani's remarks follow a recent call by Hungary's largest Jewish organisation Mazsihisz to stop the campaign, saying it fuels "anti-Semitic" sentiment.
"These poisonous messages harm the whole of Hungary," said Andras Heisler, Mazsihisz head, in a letter to Prime Minister Viktor Orban published Thursday.
In a written reply to Heisler, Orban refused Friday to call off the campaign and said that his "duty is to defend our homeland and citizens" against illegal migration.
He accused the "billionaire speculator" Soros of wanting to use his wealth and civil groups that he supports to "settle a million migrants" in Hungary and the European Union.
"Illegal migration is clearly a national security question," Orban said, that will be dealt with "without regard to (anyone's) origin, religious background, or wealth".
He also asked Hungary's 100,000-strong Jewish community to help him "fight against illegal migration" which he said "imports anti-Semitism" into Europe.
Government officials repeatedly say Hungary has a policy of "zero tolerance" of anti-Semitism.
The row comes shortly before Israeli Prime Minister Benjamin Netanyahu's planned visit to Hungary on July 18, the first by an Israeli premier since the EU member's transition from communism in 1989.

Police said at least 196 officers were injured in the clashes, with 83 protesters temporarily detained at the scene and 19 taken into custody.
Protesters torched cars and lorries, looted retail stores, lit off firecrackers and blasted music from Jimi Hendrix in a vain bid to drown out the classical music playing at the Elbphilarmonie concert hall across the Elbe River.
Reinforcements poured in from across Germany but police were unable to prevent thousands of protesters from fanning out across the northern port city.
The protests marred a gathering that German Chancellor Angela Merkel had hoped would demonstrate her country's unshakeable commitment to freedom of speech and assembly.
"I have every understanding for peaceful demonstrations but violent demonstrations put human lives in danger," she said.
Participants in the G20 meeting praised the work of police in keeping the event safe but said they had never seen protesters closer to such a summit than in Hamburg.
In the touristy Pferdemarkt area, known for its trendy cafes and nightlife, activists faced off against police in riot gear who were unable to put out fires, with billowing thick smoke dramatically reducing visibility.
In the nearby Schanzenviertel, looters plundered a supermarket. Nearby, a cash machine was burned out. Several police helicopters patrolled overhead.

"Thinking of those hurt in #Hamburg protests. Hope everyone stay safe!" the U.S. president's wife tweeted afterward.
Marine police units intercepted 22 divers from the environmental pressure group Greenpeace who had also been trying to reach the concert hall, police said.
Police said they used water cannons to disperse protesters who broke into a riverside metro station that had earlier been sealed off. Nearby, two lorries were set ablaze.
Three officers required treatment in hospital, police said, noting that protesters had used slingshots as well as thrown bottles and stones.
Police Chief Ralf Martin Meyer told reporters that tight security around the conference area had caused the protesters to fan out around Hamburg, forcing police to request up to 1,000 reinforcements from across Germany.
In the violence, which first erupted during marches on Thursday, far-left protesters slashed the tyres of a car belonging to Canada's G20 delegation and smashed windows of Mongolia's consulate.
